Scott Blevins was the FBI Section Chief who initially assigned Special Agent Dana Scully to work with Special Agent Fox Mulder on his outside-of-the-mainstream investigations into the X-Files. Section Chief Blevins' allegiances and motives are unclear, as evidenced by his association with the Cigarette-Smoking Man, who was present at Blevins' meeting with Agent Scully.
